If you will be fishing on a boat in Mexico

 

you need to obtain a fishing license for all fishermen on board the boat, as well as for the boat. If you are not planning on fishing, but will be boating you do not need a fishing permit; however if Mexican officials find even small amounts of tackle or fish on board the boat you risk getting the boat confiscated or paying a fine.

Additionally you must pay the Reserve fee, based on the 198th Article of the Tax Act, corresponding to the performance of recreational or touristy activities like scuba diving, boat rides, wild fauna and flora observation, camping or navigation, the fee is of $40 pesos per person per day. The tax could be paid at a Mexican bank, using a SAT-5 format, or directly at the Reserve office, with your payment you will receive the correspondent bracelets.

In Mexico, fishing licenses and boat permits may be obtained at the Tourism Offices in the Estate of Baja California or at the Subdelegación de Pesca de la Secretaría de Ganadería, Agricultura, Desarrollo Rural, Pesca y Alimentación; in the United States, they could be purchased from some local tackle shops or from the Mexican government's CONAPESCA (Comisión Nacional de Acuacultura y Pesca) office in San Diego.They will issue a license and permit for you even if you don't live in the San Diego area.

Mexican Sportfishing Regulations from Oficina de Pesca San Diego

· In order to operate a boat that carries fishing equipment in Mexican waters, it is necessary to hold a valid boat permit and personal fishing licenses for everybody aboard the boat, regardless of age.

· Only one rod or line with hook is permitted in the water, per person, but there is no restriction regarding the number of replacement items.

· This fishing license allows to capture only fin fish. It does not allow capturing any mollusks or crustaceans, and their capture by anyone is strictly prohibited, as well as turtles and marine mammals. It is strictly forbidden to fish white sharks.

· To capture bottom fish, up to four hooks on a vertical line may be used.

· The use of electric reels is restricted to disabled fisherman only, after written authorization from the Ministry before use.

 

Bag and Possession Limits

· In ocean waters and estuaries the limit is a total of ten fish per day, with no more than 5 catches of a single species, except of the species of marlin, sailfish, swordfish and shark of which only one specimen of either is allowed and which counts as five toward the overall 10 fish limit, or dorado, roosterfish, shad or tarpon, of which only two samples of each species are allowed, and which count as five toward the overall 10 fish limit.

· Underwater fishing is limited to five fish per day, using rubber band or spring type harpoons, and only while skindiving.

· There is not limit to the practice of "catch and release" as long as the fish that exceed the bag limit be returned to their environment in good survival condition.

· Where sportfishing is conducted from boats out at sea for longer that three days, the bag limit will be the equivalent of three times the amounts mentioned above.

 

General rules

· The boat has to be anchored at a distance no less than 300 feet from Isla Guadalupe shore line, in order of not disturbing the seals colonies.

· During night, exterior lightening must be lower to a minimum, in order to not disturb nocturnal birds.

Violations

· Disembark at Guadalupe Island or its islets.

· Introduce any exotic species.

· Feed, disturb, harm, ride or force any physical contact with any marine organism, as well as to alter or disturb breeding areas.

· Collect any species, by products o leftovers of any flora or fauna, includying shells, corals, sea anemones and snails, or to disturb the original ecosystem environment.

· It is prohibited to receive any financial gain from the product obtained through sportfishing.

· It is prohibited to dump trash, litter or substances that harm the aquatic flora or fauna.

· It is prohibited to practice sportfishing 250 meters or less from swimmers or divers.

· It is prohibited to swim using suntan, oils or sunscreen non biodegradable.

· It is prohibited to use artificial lighting to attract large quantities of fish.

· It is prohibited to discharge firearms in Mexican waters.

· Fish caught under a sportfishing license may not be filleted aboard the vessel from which it was caught.

 

Any unusual activities, occurrences or record catches to be reported to the Mexican Authority.
