PROCEDURES TO OBTAIN PERMISSIONS FOR THE BIOSPHERE RESERVE ISLA GUADALUPE
Any request must be sent in original and copies -in writing, includying the following data:
It must be addressed to the Dr. Ernesto Enkerlin Hoeflich, National Commissioner of Natural Protected Areas (CONANP).
The letter must be dated and refering the name and/or trade name of the remittent, with official address in Mexico to receive and to attend notifications, or the address of the legal representative of the company. The permit application to perform the activities (tourist recreational of fauna observation, free diving and/or autonomous dive) within the Reserve must include:
- Vessel data (name, register number and general data)
- Detailed description of the activities that is intended to perform
- Way of development of the activity
- Number of people by trip and time of stay (schedule)
- Places to visit
- Engineering specifications of the equipment that will be used
The letter must go accompanied with an ID copy of the applicant, as well as of the SAT-5 format paid in a Mexican bank according to the kind of application. Each application must include the following documents.
FOR THE VESSEL
If the owner is the applicant:
- Invoice, register, or certificate of documentation.
- Owner ID (CURP, birth certificate).
- Liability, travelers and crew insurance policy
If the owner is not the applicant (in addition to the previous):
- Constitution certificate or Articles of Incorporation of the society or company.
- Rent or lease contract of the vessel.
- Power of attorney to the legal representative owner or incorporation certificate
- ID of the legal representative (passport)
If the own is a foreign ship (in the addition with the previous):
- Apostille of incorporation documents and power of attorney.

RIGTHS PAYMENT
FOUNDATION. The payment of rights is based on the Federal Rights Act, which establishes which rights will be payed for the use or enjoyment of the Nation public property.
The rights payment must be done by filling the SAT 5 format by triplicate and pay in a Mexican bank. The bank will remain with one copy and the other two must be sealed or certificated by the recording machine, one of them must accompany the application form.
The format fills according to the activity that is going to be done according to the following:
- Recreational activities within Protected Natural Areas (Article 194-C Fraction II of the Federal Law of Rights) (key 400094)
$257 00/ 100 (pesos) by permission expedition
$274 00/ 100 (pesos) by vessel until 12 m ( 39.37 ft) of length
$5,488 00/ 100 (pesos) by vessel larger than 12 m (39.37ft) of length
The obligation of the payment of the rights is responsibility of the permit holder, or permission for nautical-recreational or aquatic-recreational services.
This payment could be done by two ways:
- BRACELETS. These have a cost of $42.00 (forty two pesos 00/ 100 MN), Article 198 fraction I, per person, per day, by Protected Natural Area (key 400170).
- CONSERVATION PASSPORT .This has a cost of $260 (two thousand and sixty pesos 00/ 100 MN) Article 198 fraction II from the January 1 st to December 31, to any ANP of Mexico. The passport is personal and no-transferable (key 400170).
The payment of the passports and bracelets could be done by the SAT 5 format in the bank and it is presented in the Reserve offices or could be done directly at the Reserve’s office.
EXAMPLE OF HOW TO FILL A SAT 5 FORMAT
In the upper square of the right side include the RFC of the person who makes the payment and in the bottom the Unique Key of Population Record (CURP). In order to fill the square ARL (Local Regional Administration), one will be due to go to the offices and watch of nearer Tributary Administration to ask for the number ARL that corresponds to him.
The period is written down using Arabic numbers, two numbers for the month and four for the years and repeating the same date in the following squares. For example 06 – 2007 06 – 2007.
In the square denominated “Siglas” SEMARNAT will be written down and in the square denominated “Nombre” it should be written SECRETARIA DE MEDIO AMBIENTE Y RECURSOS NATURALES.

The amount to pay fills in the squares with that name and in the one of “total de derechos (total of rights)”. It is important to make notice that the amounts to pay are due to put in AMOUNTS WITHOUT CENTS, FLUSHED RIGHT and WITHOUT CHARACTERS DIFFERENT from NUMBERS. That is to say, not to use commas or points.
For example : instead of writing 5,488.00 only write 5488.
If in the same format 2 concepts are being paid: article 194 C fraction II by the granting of leave… 257 and is of greater boat … 5488, it is added in the square of total of rights… 5745 and that same amount is put in the square of amount to pay…5747.
Finally write again the RFC and the CURP, as well as the complete name beginning with the paternal, maternal last names and names in each one of the corresponding squares and signs them.
It is necessary to take into account that the date that are written in the format must of be the same one which is written in the registry of the bank.
